AGREEMENT BETWEEN THE GOVERNMENT OF THE UNITED KINGDOM OF GREAT BRITAIN AND NORTHERN IRELAND AND THE GOVERNMENT OF THE RUSSIAN FEDERATION ON CO-OPERATION IN THE FIELDS OF EDUCATION, SCIENCE AND CULTURE
The Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the Russian Federation (hereinafter referred to as "the Parties");
Seeking to strengthen and develop the friendly relations between the two countries and their peoples;
Being convinced that exchanges and co-operation in the fields of education, science and culture as well as in other fields help bring together and promote mutual understanding between the peoples of the United Kingdom and the Russian Federation;
Bearing in mind the understandings reached within the framework of the Conference on Security and Co-operation in Europe and the Council of Europe;
Have agree as follows:
ARTICLE 1
The Parties shall encourage the development of relations between their two countries in the field of education by:
(a) encouraging and facilitating direct co-operation, contacts and exchanges between people, universities and other institutions, establishments and organizations concerned with education in the two countries;
(b) encouraging and facilitating the study of, instruction in and more widespread knowledge of the languages and literature of each other’s country;
(c) encouraging and facilitating co-operation and exchanges in areas such as teaching methods and materials, education standards, curriculum development and examinations and other means of testing;
(d) providing scholarships and bursaries and facilitating placements at universities and other educational institutions, and promoting study and research;
(e) encouraging and facilitating the exchange of information on international events in the fields of education and research.
ARTICLE 2
The Parties shall encourage and facilitate the development of links, exchanges and research on problems of mutual interest in the fields of science and technology, including direct co-operation between scientific research institutions, academies, centres and other organisations in the two countries.
ARTICLE 3
The Parties shall encourage and facilitate direct contacts in the fields of literature, the visual arts, music and the performing arts, film, architecture, and also between museums, galleries, libraries and archives and in other cultural areas.
ARTICLE 4
Each Party shall encourage the establishment in its territory of cultural, education and information centres of the other Party to organise and carry out activities in pursuit of the purposes of this Agreement, and shall grant every facility within the limits of its legislation and capabilities to assist such centres.
The activities of such centres may be the subject of a separate intergovernmental agreement.
ARTICLE 5
The Parties shall encourage direct co-operation between press, publishing, broadcasting and other media organisations in the two countries.
ARTICLE 6
The Parties shall facilitate the exchange of information about measures to protect the national cultural heritage.
ARTICLE 7
The Parties shall encourage co-operation between their respective authorities in order to ensure the mutual protection of copyright.
ARTICLE 8
The Parties shall encourage co-operation between official bodies responsible for youth issues, and also direct contacts between young people and between youth organizations of the two countries.
ARTICLE 9
The Parties shall encourage the development of tourism between the two countries.
ARTICLE 10
The Parties shall encourage co-operation between sporting organisations and participation in sporting events in each other’s country.
ARTICLE 11
The Parties shall facilitate in appropriate ways attendance at conferences, symposia, seminars, festivals, exhibitions, meetings and other events in fields covered by this Agreement and held in either country.
ARTICLE 12
The Parties shall encourage direct co-operation and exchanges between twinned towns and between non-governmental organisations in fields covered by this Agreement.
ARTICLE 13
All activity within the framework of this Agreement shall be carried out in accordance with the laws and regulations in force in the territory of the State in which the activity takes place.
ARTICLE 14
The British Council shall act as principal agent of the Government of the United Kingdom of Great Britain and Northern Ireland in the implementation of this Agreement.
For the Russian side, a similar role shall be played by the relevant Russian authorities.
ARTICLE 15
Representatives of the Parties shall, whenever necessary or at the request of either Party, conduct sessions of a Mixed Commission to review developments and consider proposals for future activities relating to this Agreement.
ARTICLE 16
(1) This Agreement shall enter into force on the date of receipt of the last of the written notifications confirming that the Parties have completed the internal procedures necessary for its entry into force.
(2) This Agreement shall remain in force for a period of five years and thereafter shall remain in force until the expiry of six months from the date on which either Party shall have given written notice of termination to the other through the diplomatic channel.
